The Government of India’s Department of Animal Husbandry and Dairy Industry launched a National Livestock Mission in 2014-15. Financial aspect of the National Livestock Mission

A 50% capital subsidy is provided through the National Livestock Mission for the establishment of rural poultry farms that include hatchery and rearing station with mother unit, sheep or goat breeding farm, pig breeding farm, feed value unit and storage unit. The subsidy cap for different components varies from Rs 25 lakh to Rs 50 lakh. The subsidy caps for different projects are as follows:-

Poultry Project – Rs 25 lakh
Sheep and Goats – Rs 50 lakh
Pork – Rs 30 lakh
Lining – Rs 50 lakh

The remaining amount of the project cost is arranged by the applicant through bank loans or loans from financial institutions. The subsidy amount under this scheme will be released in equal installments. The first installment is released at the start of the project, the second installment is released after the project has been completed and checked by the state implementing agency.

Various eligible projects under the National Livestock Mission Entrepreneurship Scheme

Establishment of a parent farm, hatchery, breeding station with a mother unit of landfowl with at least 1000 parents for the production of hatching eggs and chicks

Agency for the National Livestock Mission

The National Livestock Mission Executive Agency is a state executive agency established under the State Animal Husbandry Department
The State Office for Animal Husbandry has to set up the body that has already been set up to carry out the federal animal husbandry order, or the State Office for Animal Husbandry has to set up the state implementation body
The state government is obliged to report the state implementing body to the Ministry of Animal Husbandry and Dairy Farming

Entrepreneurship program project approval

The beneficiaries are obliged to submit the application via the portal to the state implementation body for the expression of interest issued by the state implementation body

Process of drawing loans under the National Livestock Mission

Online Application Form – Applicant must duly submit the application form along with all required documents
Application Review by the Government Enforcement Agency – All applications are reviewed by the Government Enforcement Agency. After that, the agency will recommend the entrepreneur’s application for claiming residual financing for the project through the schedule of the Bank of Financial Institutions
Loan Approval by the Lender – After receiving the recommendation from the Government Enforcement Agency, the same project is considered for funding by the bank or financial institution. The lender retrieves the application with all the documents from the portal and approves the loan after examining the application. Recommendation of the State Executive Committee – After approval of the project, the State Level Implementing Authority will submit the same in SLEC to recommend the application to the central government
Approval of the funding by DAHD- The DAHD approves the funding and marks the approval on the portal
Payment and Grant Release – There will be some conditions mentioned in the sanction letter. After these conditions are met, the lender will pay the loan amount to the beneficiary. Fund the subsidy amount for the approved project through the SIDBI to the lending bank or financial institution and release the subsidy to the beneficiary

National Livestock Mission eligibility criteria

The applicant must have received education or a trained expert, or have sufficient expertise in the relevant field to direct and implement the project, or have a technical expert with sufficient experience in the relevant field to direct and lead the project conduct
