Some information about the promotion
- The interest subsidy is granted at a rate of 3% on the principal amount of the loan to the beneficiary
- The subsidy will be allowed for a maximum loan amount of the first 2 lakh regardless of the size of the home loan for 20 years or the full term of the loan, whichever is lower
- If the amount of the home loan is less than Rs 200000, the subsidy will be calculated based on the actual loan amount
- Based on the national discount rate of 9%, the present value of the subsidy is calculated for the life of the loan
- The present value of the interest rebate is deducted from the beneficiary’s principal loan amount
Implementation Methodology of Rural Housing Interest Subsidy System
- The interest subsidy is only granted for the amount of the home loan
- An additional amount of the home loan over the specified limit is an unsubsidized interest rate
- The present value of the interest subsidy is credited to the beneficiary’s home loan account through a primary lending institution
- The National Housing Bank will be the central hub to route the subsidy to the lending institution and to monitor the progress of this program
- The primary lender can only register with a CNA by signing a Letter of Intent
- CNA will be responsible for ensuring the proper implementation and monitoring of the program
- Regular monitoring data is provided by CNA to the Department of Rural Development through regular monthly and quarterly reports
- If a Borrower has taken out a Home Loan and benefited from the Interest Subsidy under an Indian government program and later switches to another PLI for balance transfer, that beneficiary will not be eligible to claim the Interest Subsidy benefit again
Mechanism for releasing the central subsidy
- The Government will release an advance subsidy payment to CNA at the start of the 2022 Rural Housing Interest Subsidy Scheme
- The subsequent amount will be released quarterly to the CNA of the interest rebate after 70% of the prior amount has been drawn
- Based on the disbursement of the loan to the beneficiaries, the central hub will release the funding amount directly
- The present value of the interest rebate is credited by the PLI to the beneficiary’s account by deducting it from the beneficiary’s principal loan amount
- Beneficiaries must pay EMI according to the loan interest on the remainder of the principal loan amount
- 0.25% of the total funds paid out by the central node to the PLI are paid to the central node for its administrative expenses
- PLI cannot collect a processing fee from the beneficiary under the Program
- A lump sum of Rs 2000 per sanction application will be made available to the PLI in lieu of the home loan processing fees for the borrower

- This program is implemented and overseen by the Department of Rural Development of the Government of India through the Central Node Agency
- At the state level, the state government and the state bank committee will oversee this system through their prevailing institutional mechanism
- If the beneficiary submits false information in order to benefit from this program, he or she would be liable under the relevant laws for legal proceedings
